About Us
Overview of Disease
Control Division
In 1971, Epidemiology Unit was established
under the Health Services Division. However, in 1992, the
restructuring of the Ministry of Health under the New Renumeration
System, the Health Services Division was expanded and reorganised
to become Public Health Department of which Disease Control
Division was created. Currently, there are 7 major sections:-

Vision
Malaysia is to be a nation of healthy individuals, families and
communities through a health system that is equitable, affordable,
efficient, technologically appropriate, environmentally adaptable
and consumer-friendly, with emphasis on quality, innovation,
health promotion and respect for human dignity, and which promotes
individual responsibility and community participation towards and
enhanced quality of life.
Mission
The mission of the Ministry of Health is to build partnerships
for health, to motivate and facilitate the people to attain fully,
their potential in health, to appreciate health as a valuable
asset, and to take positive action to improve and sustain their
health status to enjoy a better quality of life.
Objectives To
provide adequate and effective health promotion, prevention, early
diagnosis or detection and prompt treatment of diseases of public
health importance as well as the rehabilitation of those affected
by these diseases.
To ensure that diseases are
prevented and controlled through an integrated and collaborative
efforts by the health and health related agencies in the private
and public sectors at all levels viz., locally, nationally &
globally as well as by individuals, families and the community.
Strategies
To improve infrastructure,
capacity and capability for surveillance, including diagnostic &
laboratory; in the prevention and control of communicable and
non-communicable diseases.
To develop an intelligent &
efficient surveillance system to meet the challenges of
communicable diseases especially new and emerging diseases by
utilizing information and communication technology for an early
warning system together with prompt and effective response to
outbreaks of diseases.
To carry out epidemiological investigations or studies at
appropriate levels to identify public health issues related to
diseases to ensure timely interventions and to monitor their
outcome. To formulate legislation and strengthen the enforcement
of laws and regulations related to disease prevention and control.
To strengthen health promotive &
prevention measures including risk management & behavioral change
through healthy lifestyle and well-being campaigns to address the
increasing public health threats of lifestyle, occupation and
environment related diseases.
To improve infrastructure in
terms of data and health information systems on communicable and
non-communicable diseases. To ensure appropriate dissemination &
access to these information for empowering the people to be able
to make responsible decisions for their health.
To coordinate with other relevant authorities and providers to
train an appropriate & specialized health professionals and
skilled public health workforce. To strengthen research to provide
for scientific basis for health action including evidence based
decision making; formulation of policies and strategies, with
regards to disease surveillance, prevention & control as well as
identification of disease determinants, risk factors, new and
emerging pathogens, and discovery of more effective vaccines,
drugs and biocides.
To increase multi-agency involvement and collaborative activities
among health and health-related governmental and non-governmental
agencies, the private sectors and the community in prevention and
control of priority diseases in the country.
To strengthen bilateral, regional and global coordination
and collaboration to strengthen surveillance of diseases
particularly communicable diseases through information sharing,
collaborative actions, technology transfer and research for
capacity building towards preventing cross borders spread of
diseases. This is also in view of globalization and lifting of
trade barriers, increased movement of human, animals, products,
materials and substances across borders that may harbor potential
pathogens.
Research Research needs to be
strengthened in order to provide scientific basis for action
including evidence-based decision making, formulation of policies
and strategies with regards to disease prevention and control, as
well as identification of disease determinants, risk factors, new
and re-emerging pathogens, and discovery of new drugs, vaccines
and biocides. Collaboration in research, capacity building,
sharing and transfer of technology contribute to finding quicker
solutions to the disease problems.
